Summoning the Arms Dealer in Terraria is all about making him want to move in. First, you gotta have a gun or bullets in your inventory. Doesn't matter if it's just a Flare Gun or some musket balls you found in a chest, as long as it goes 'bang', he'll be interested. Also, make sure you've got a suitable house for him to call home. Needs a door, a chair, a table, and a light source. Once you meet these conditions, he'll show up to sell you all the boom-boom gear you need!
I tried for hours to get the Arms Dealer to show up by just building a ton of houses. Turns out, I needed a gun in my inventory. Found a Flare Gun and he showed up pretty quick after that.
