Summoning the Lunatic Cultist in Terraria is like throwing the best surprise party ever, but instead of cake, you get a boss fight. First, head to the Dungeon after defeating Golem. You'll find a group of cultists chilling outside, probably discussing the best way to summon their boss without realizing you're about to do it for them. Take out these Cultists, and voila! The Lunatic Cultist will appear, ready to party... I mean, fight.

Just beat the Golem, go to the Dungeon entrance, and knock out the cultists hanging around there. Boom, Lunatic Cultist time.

Honestly? Just avoid summoning the Lunatic Cultist altogether. Why bother with such a hassle when there are so many other things to do in Terraria?
