Easiest way to summon a Martian Saucer is by finding and letting a Martian Probe spot you but don't destroy it! Martian Probes appear in the outer two-thirds of the map, usually high up in the air. When one finds you, it'll turn red and fly away - that's your cue. Wait a bit, and you'll get the Martian Madness event, complete with saucers to battle.

Just wait for a Martian Probe to find you, but whatever you do, do NOT smash it. Let it escape to trigger the Martian Madness event. No probes, no saucers!

Honestly, dealing with Martian Madness just for the saucer seems overkill. Better gear up properly; those saucers aren't messing around.
