To summon the Eye of Cthulhu (I think you meant this guy), you gotta find or craft a Suspicious Looking Eye. You can craft it at a Demon/Crimson Altar using 6 Lenses from those pesky Demon Eyes that fly around at night. Once you've got it, just use the Suspicious Looking Eye at night (in-game) and get ready for a fight!

Just wait till it spawns naturally, fam. After you've got 200+ HP, the Eye of Cthulhu might just decide to drop by uninvited at dusk. Keep an eye on the chat messages at night once you meet the criteria; it gives you a heads up if it's coming.

Nah, just use the item. Crafting a Suspicious Looking Eye is way more reliable than waiting around for a random spawn. Plus, it's a good excuse to farm those lenses.
