To go Super Saiyan in Dragon Ball Z Budokai 3, you need to have the appropriate transformation capsule equipped for your character. During a match, press down and then up on the D-pad along with the required energy charge (usually 4 to 5 ki bars). Boom! Super Saiyan mode activated!
