Actually, there's no real 'surrender' button in GTA 5. Your best bet is to lower your weapon and stand still, but don't expect the cops to go easy on you. They'll still come at you full force. So, it's more about reducing your wanted level by avoiding the cops or using in-game cheats if you're into that.
Nope, no surrendering. GTA doesn't play like that. Keep your guns blazing or your feet running!
I tried just giving up once. Stood there hoping the cops would just arrest me in GTA 5. Spoiler: They did not. Had to reload my last save. So much for peaceful resolutions!
