Swimming underwater in GTA San Andreas is pretty easy once you get the hang of it! First, make sure you're in deep enough water. Then, dive in by pressing the 'Square' button on PS, 'Left Shift' on PC, or 'X' on Xbox. To go deeper and actually swim underwater, keep holding the button you used to dive. You can then use the directional controls to move around. Remember, CJ's lung capacity is key here. Improve it by spending more time underwater and completing the diving school missions.

Honestly, just keep diving and moving around. Also, don't forget to keep an eye on your lung capacity! Running out of breath underwater is no joke in San Andreas.

Pro tip: increase your lung capacity first! Makes underwater missions a breeze.
