Easy peasy! Just press and hold the 'B' button to dive underwater when you're swimming. To swim around under there, use the left stick to steer and the 'A' button to swim faster. Make sure CJ's gotta breathe, so keep an eye on that breath meter!

Actually got this one by accident while escaping cops. Press and hold 'B' to dive. Use left stick for moving around, 'A' boosts your speed. Pro tip: Increase CJ's lung capacity by swimming underwater often, it unlocks some cool missions.
