You can switch between tanks and planes by playing the combined battles mode! Just hit the 'To Battle' button and select Arcade, Realistic, or Simulator battles under the Combined Battles tab.

From my experience, you need to unlock a certain aircraft or tank in the tech tree and then assign it to your lineup before battle.
