To switch to game chat on PS5, press the PlayStation button on your controller, go to the control center, select the party option, and then choose 'Switch to Game Chat' from the menu.

From personal experience, pressing the PS button and navigating to the party screen, then selecting 'Switch to Game Chat' always does the trick for me.
