Actually just had to do this last week lol. Got a new phone and all I did was reinstall Toon Blast and signed in with my Facebook. Didn't lose a single level progress or my precious coins. So, just make sure you're connected to an account and you're golden!
Just download Toon Blast on your new phone and log in with the same Facebook account or Apple ID/Google Play account you used on your old device. Easy peasy, lemon squeezy! The game data syncs automatically, so you can pick up right where you left off.
