Yeah, sorry! You can't tag everyone on a Facebook page at once. Best to individually mention key people.
First-hand experience here! As an admin, I've tried tagging everyone, but Facebook limits it to tagging people individually. Not ideal, but it works!
Just don't. It isn't a feature and mass tagging can annoy your audience.
