It's super easy! Just type '@' followed by their name when you're writing your post or comment. Facebook will suggest matching names. Click on the one you want to tag.
Just @ their name. Easy peasy.
For tagging in a photo, click on the photo you uploaded, select 'Tag Photo' from the options, and then click on the person in the image. Type their name and select them from the list that pops up.
Did this yesterday and it's straightforward. Just use '@' before their name in your status, comment, or photo description. Facebook will autofill their name as you type.
