Open the picture, click the 'Tag Photo' button, start typing the name of the person you want to tag, and select them when they appear.
Just click on the photo, then hit the "Tag Photo" button at the top. Click on the person in the photo and type their name. Easy peasy!
You can also add a tag by clicking the 'Edit' option after uploading the picture, then select 'Tag Photo' and type the name.
Click the photo, hit 'Tag Photo', type the name, and click the right person. Simple as that!
