Simple! Just use a Charged TM on your Eevee, and hope for Last Resort to change into Dazzling Gleam. It's all about luck!

You can use a Charged TM on Eevee and see if it learns Dazzling Gleam. No guarantee though—RNG is a cruel mistress sometimes.
