Teleporting in Subnautica on PC is super simple. Just press F3 to open the debug menu, then press F8 to unlock your mouse cursor. Finally, enable the 'Disable Console' option, press Enter and type 'goto [location]' or 'warp [X] [Y] [Z]'.
