Open the debug console with F3, uncheck 'Disable Console,' press Enter, then type 'goto emperorshallow' and hit Enter—voilà, you're there!

Just press F3, then F8 to free your mouse, uncheck the 'Disable Console' option, re-enable the HUD, and type 'goto emperorshallow' in the console.
