To tornado spin, hold your jump button and then spin your joystick in a circular motion. Practice makes perfect!

When in the air, press and hold the jump button, then move your joystick in a circular motion. After doing this repeatedly, you'll find your car spinning like a tornado. I've done it countless times, and it looks awesome!
