Towing a car in GTA San Andreas is pretty straightforward! First, you gotta find yourself a tow truck. You can usually find one around industrial areas or sometimes driving around in the countryside. Once you've got your hands on a tow truck, drive up close to the car you wanna tow, and line up the truck so its back is facing the front of the car. Then, just exit the tow truck, walk up to the back, and a prompt should appear allowing you to attach the car. Hop back into the tow truck, and off you go with your newly acquired friend in tow!

Just grab a tow truck and reverse it up to the car you wanna move. A prompt shows up, hit the button, and boom, you're a tow truck driver now. Easy peasy.
