You should be able to move units between armies by putting them in the same spot and clicking the transfer button that pops up.
So, you plop both armies in the same spot on the campaign map, click on one, then use the transfer units button. Voil脿, unit swap complete!
Honestly, the transfer units button is your best friend. Bring the armies together on the map and just swap away.
I've done this a bunch: Move both armies on top of each other on the campaign map, click one, then click the transfer units button. It's pretty straightforward.
