Been there, done that! I linked my game to Facebook. Whenever I got a new device, I just logged in with my Facebook account and all my progress was there. Simple!
You can't transfer an 8 Ball Pool account to another account directly. Instead, you need to link your current account to a Miniclip or Facebook account, then log in using that account on your new device.
