You can transfer art to Splatoon by using the Nintendo Switch's built-in screenshot sharing function. Simply create your art on the Switch's touchscreen using a drawing app, then post it directly to Splatoon's in-game bulletin boards!
From my experience, you can create your masterpiece on a PC, convert it to a pattern using a grid tool, and recreate it manually using Splatoon's pixel art program.
