Actually, there was a one-time offer by Bethesda back in 2020 allowing players to get a free Steam copy if they already owned Fallout 76 on Bethesda's launcher. Sadly, that offer has expired. So, if you missed it, you'll need to repurchase the game on Steam.
While you can't directly transfer your game, your Fallout 76 progress and purchases made through the Bethesda.net version should carry over if you decide to purchase the game again on Steam, as long as both accounts are linked. So not all hope is lost!
