First things first, you gotta make sure your SD card is properly formatted for the Steam Deck. After that, it's just a matter of connecting the Steam Deck to your PC either through USB-C or by using a microSD card reader to transfer files directly to the SD card. Honestly, why bother transferring? Just download everything directly to the Steam Deck. SD cards are so 2000s.

Just slap that SD card into your PC and copy over the files. Easier than explaining the plot of Inception.
