Actually, if you've got a humongous game library and a not-so-speedy internet connection, you might want to physically transfer the files to save time. Just copy the game files from the SteamApps folder on your old PC to an external hard drive. Then, paste them into the SteamApps folder on your new PC. Open Steam, go to your library, click install on your game, and it should detect the existing files.
Honestly, just redownload them. Steam's servers are fast, and it saves the hassle of copying and potentially messing up file permissions.
