Back in the day, you could move your character from PS3 or Xbox 360 to PS4, Xbox One, or PC, but that ship has sailed, mate. The option was removed around March 2017, and there's been no word on it making a comeback. So, if you're looking to play GTA Online on PC, you're gonna have to start fresh.
