Hey, you can't directly transfer PlayStation Plus to another account. But you can set your console as the Primary PS4 for the second account, and that way it can share your PS Plus benefits!

I've tried this myself. You can't transfer the subscription, but setting the console as the primary for the new account lets others use the benefits.
