You have to use Pokémon HOME for this! Move your Pokémon from Shield to HOME, then use GO Transporter to get them into Pokémon GO.

Hold on, you can't transfer Pokémon directly from Shield to GO. You need to go through Pokémon HOME first. It's a bit of a process, but worth it!
