You can transfer PS3 games to your PS Vita using the Content Manager Assistant (CMA). Connect both devices via USB, then open CMA on your Vita and select the PS3 option to start transferring!

Make sure your PS Vita is updated to the latest firmware. Connect it to your PS3, go to 'Content Manager' on the Vita and follow the prompts. Easy peasy!
