Hot take: Just start over. Transferring vaults sounds like a hassle, and the early game is the best part anyway. Fresh start, fresh disasters.
Did the transfer once from my old phone to a new one. All you gotta do is enable the cloud save on your current device. Then, on the new device, log into the same game account and boom, your vault is there. Make sure both devices are connected to the internet though. Easy peasy.
If you're on PC and looking to move your vault to another PC, it's a bit more manual but totally doable. Locate the 'Vault1.sav' file (or whatever number vault it is) in the 'My Games' folder in your Documents. Copy that file to a USB or cloud storage, then just paste it in the same folder on the new PC. Restart the game, and your vault should be there, survivors and all.
