You can't directly transfer V-Bucks between accounts or devices. Instead, you can use your account on any platform (like mobile) to spend V-Bucks. Just log in on the desired device and you'll have access to your V-Bucks!

From my experience, there's no way to transfer V-Bucks. But logging into your Epic account should still show them on any device.
