There isn't a way to move V-Bucks from PS4 to mobile. You can only use them on the platform where you bought them.

I play Fortnite on both PS4 and mobile, and sadly, V-Bucks don’t carry over. You’ll have to buy V-Bucks separately on each platform.

Unfortunately, V-Bucks don't transfer between platforms unless you bought them on Fortnite for PC or mobile. Best bet is to use them on PS4.
