You get Pneuma by bonding with Pyra/Mythra through the story. Once unlocked, use Chain Attacks to transform.
After you reach Chapter 8, Rex will gain the ability to transform Pyra/Mythra into Pneuma during combat. Just make sure you're progressing through the story!
Transforming into Pneuma in Xenoblade Chronicles 2 happens automatically as part of the story in Chapter 8. You can't miss it!
