From my experience, you've got to progress in the storyline of each island. Once done, fast travel unlocks, and you can zoom between them like a real blue blur. Just complete those main missions!
Basically, finish missions on an island and then fast travel opens up.
You gotta complete the story missions on an island first, then the fast travel option will pop up. Easy-peasy!
