From my experience, you gotta wait until the Halloween event kicks off. Then, put your Sims in costumes, visit other Sims' homes, and collect those sweet, sweet candies.

To trick or treat in The Sims FreePlay, you'll need to participate in the 'Costume & Candy' seasonal event. Dress your Sims in costumes and tap on other Sims' houses to get candy. Happy simming!
