How to turn off auto-update on Steam

Here, you'll see an option called 'Allow downloads during gameplay' - make sure to uncheck this. Then, go to your Library, right-click on the game you want to manage, select 'Properties,' go to the 'Updates' tab, and in the 'Automatic updates' section, you can choose 'Only update this game when I launch it.' This won't completely stop updates, but it gives you more control over when they happen.

Honestly, why would you want to turn them off? Steam updates are there to make things better. I'd say, let it update.
You can also manage your Steam Client's bandwidth usage for updates if you don't want to completely turn them off. Go to Steam > Settings > Downloads and there is a 'Limit bandwidth to' option. This way, updates won't consume all your internet bandwidth.
Just set your Steam games to only update when you launch them. Easy peasy. Less hassle, more gaming!
