Just unplug it, dude. If it's a wired mic, unplugging it from your controller works every time. No settings needed.
Honestly, I just create a private party and don't invite anyone. That way, my mic is only active in the party chat, and no one in the game can hear me. It's a workaround but does the trick if you're in a pinch.
