To turn off the Quarantine Enforcement Platform, you need to disable the gun by first curing yourself of the Kharaa bacterium. Head to the Primary Containment Facility, interact with the Sea Emperor Leviathan, and follow the story to get the enzyme you need.
Trust me, been there, done that. You need to get cured first, then go to the control room in the Quarantine Enforcement Platform to turn it off. It's an epic journey, but worth it!
