To turn off the Shift+Tab overlay in Steam, jump into the settings menu by clicking on 'Steam' at the top left corner, then go to 'Settings'. Click on the 'In-Game' tab. You'll see a section labeled 'Steam Overlay'. Uncheck 'Enable the Steam Overlay while in-game'. Hit 'OK', and voila, Shift+Tab won't summon the overlay in-game anymore.

Literally just uncheck the box that says 'Enable the Steam Overlay while in-game' in the settings. It's that easy.
