Turning off snapping in Fallout 4 isn't a built-in option, sadly. However, if you're on PC, mods are your best friend! Check out the 'Place Everywhere' mod on Nexus Mods. It lets you toggle snapping on and off, among many other useful things. Just remember, adding mods can affect your game and save files, so backup your saves before you dive in!

You can't, unfortunately. Snapping is pretty much hardcoded into the base game of Fallout 4 for building. Gotta work with it, or like mentioned, mods could be your way out if you're on PC.
