Actually, there's no direct way to only turn off achievement notifications without disabling the whole in-game overlay. So, if you're cool with saying goodbye to the overlay (and everything that comes with it), then follow the steps in the first answer. If not, you might need to embrace the pop-ups as a part of your gaming glory.
Honestly, I just ignore them. After a while, you won't even notice them popping up. It's like living near a train track; eventually, you don't hear the trains.
As of now, Steam doesn't offer a specific option to disable achievement notifications alone. Disabling the Steam overlay is the closest workaround, but it's throwing out the baby with the bathwater.
