Actually, I kinda think it's not the best idea to turn off Steam Cloud unless you really need to. I had a friend who lost all his game progress because his PC crashed and he didn't have Steam Cloud enabled. It's a lifesaver for backing up your game saves.
Settings > Downloads > Steam Cloud. Uncheck 'Enable Steam Cloud synchronization for applications which support it.' That'll turn it off globally for all games. But think twice; it's super useful for keeping your saves safe!
