Turning off Steam Cloud saves is pretty straightforward. Just go into your Steam Library, right-click the game you want to change the settings for, and select 'Properties.' From there, go to the 'Updates' tab, and you'll see a checkbox for 'Enable Steam Cloud synchronization for [game name].' Just uncheck that, and you're good to go! This stops the game from syncing its saves with the Steam Cloud.

Another tip: even after you disable it for a game, check your Steam settings under 'Cloud' to make sure 'Enable Steam Cloud synchronization for applications which support it' is unchecked. That'll prevent Steam from defaulting back to using cloud saves for new games you install.
