To turn off the Quarantine Enforcement Platform, you need to disable the Alien Facility. Get infected, build the submarine Cyclops and the Prawn Suit, then find the Primary Containment Facility. There, interact with the Sea Emperor Leviathan to obtain the Enzyme 42 to cure yourself. Finally, return to the platform, deactivate it, and you’re good to go!

Straightforward: get cured of the Kharaa infection. You can find the cure with the Sea Emperor Leviathan in the Primary Containment Facility. Return to the enforcement platform after curing yourself, and you can turn it off!
