Easy peasy! Go to Settings, then the 'Controller Options' tab (even if you're on PC). Scroll until you see the 'Toggle Crouch' option and switch it off. Boom, done!

You can't actually turn off toggle crouch directly, but you can set a keybind for 'Hold to Crouch' to achieve the same effect.
