Steam makes it a bit tricky, but you can pause updates. Go to your Steam Library, right-click Total War: Warhammer 2, select Properties, then Updates. Change the 'Automatic Updates' drop down to 'Only update this game when I launch it'.

Just turn off your Steam auto-updates. Go to Steam settings, then Downloads, and uncheck 'Allow downloads during gameplay'. Bye-bye surprise updates!

You can't completely stop updates; Steam wants to keep your games fresh. Just switch to 'only update when you launch' in the game's settings.
