Honestly, just keep VSync on. Turning it off might give you a tiny bit of input lag improvement, but the screen tearing you'll get isn't worth it. Especially in a game as visually dynamic as Terraria.

If you're really into tweaking, and the in-game settings aren't cutting it for you, you might be able to force VSync off through your graphics card's control panel. This depends on your GPU manufacturer (NVIDIA, AMD, etc.). You'll find Terraria in the program settings list, and from there, you can usually override the application's VSync setting.
