I couldn't find an in-game FPS counter in Starfield. Just download MSI Afterburner or use built-in options from your graphics card software.

Just use the Xbox Game Bar on PC by pressing Win + G. It has an FPS counter!

I currently play Starfield on PC, and I use the Steam overlay to check my FPS. It's super straightforward; just go to Steam's settings, find 'In-Game', and toggle the FPS counter on.
