Just hit Shift+Tab in-game to bring up the Steam Overlay, then Settings > In-Game > In-game FPS counter. Pick a location on the screen, and boom, you're set to monitor those precious frames.
Everyone says to use the Steam FPS counter, but honestly, third-party apps like FRAPS or MSI Afterburner give you way more info and customization. Steam's option is fine for a quick check, though.
