First, head to your Fallout 4 directory, usually found in C:\Program Files (x86)\Steam\steamapps\common\Fallout 4. Find the Fallout4Prefs.ini file and open it with a text editor like Notepad. Look for the line that says 'iPresentInterval=1' and change the 1 to a 0. Save the changes, and voila, VSync should be off the next time you boot up the game. Remember to set the file to read-only after editing to prevent the game from resetting your changes.

For those wanting a quick fix without diving into game files - if you have an NVIDIA card, you can simply go to the NVIDIA Control Panel, manage 3D settings, and set Vertical sync to 'Off' for Fallout 4. Works like a charm and doesn't involve editing any files!
